For the calculation of the amount owed, the remaining percentage of the return commitment is multiplied by the initial amount of the grant granted. Interest on this debt is calculated at an interest rate set by the Treasury Board and is part of the debt. When an employee withdraws before complying with a repayment obligation, the outstanding commitment is converted into debt owed to the Government of Alberta. Staff members who do not meet the return obligation are required to repay the remaining financial assistance. The Assistant Director may waive the obligation to return when circumstances not controlled by the worker make it impossible to carry out the obligation. The Assistant Director may authorize the performance of a duty of service with an employer outside the Government of Alberta. Training Leave – The return service formula, which generally applies to workers who receive a percentage of salary (training leave), is the lowest of the two: in the CaRMS process, a number of residence positions require return-of-service (ROS) obligations. All dedicated ROS positions require a signed ROS agreement. These positions are identified as both IMG and CMG-ROS positions on the CaRMS site. All persons who correspond to a ROS stream must sign a return contract before they begin to reside with the agency sponsoring the position. The success of the training depends on the agreement signed or not.
